RGGI is the acronym widely used to refer to the “Regional Greenhouse Gas Initiative“.
The Regional Greenhouse Gas Initiative is a mandatory and market-based effort by ten Northeastern and Mid-Atlantic US states to reduce greenhouse gas emissions from the power sector 10% by 2018. The participating US states are: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Rhode Island and Vermont.
